"to advance the economic and physical development of the area served and the social welfare of the people in that area by providing informational and educational services to the public and private agencies and organizations concerned with the economic, physical and social welfare of the people of the area and by assisting and cooperating with such agencies and organizations in planning and implementing programs and activities designed to achieve the purposes of the Council."
